Quatro delivered a successful public consultation programme supporting proposals for a seven-hectare, mixed-use development adjacent to Canary Wharf.
- One of the largest single outline planning applications ever submitted in London containing 12 towers ranging from 33m to 206m, a new high street, health centre, nursery, faith centre, specialist markets and recreational facilities, a new canal, waterfront boardwalks, ecology walks and moorings

- 36,000 newsletters were circulated inviting local residents, business and community organisations to share their views
- A four-week public consultation programme involving a variety of events, including:
- A local community forum
- A two-week public exhibition from 7am to 7pm
- Two weeks of consultation workshops
- A new interactive website and project film
- A design workshop with pupils from George Green’s School to develop initial ideas for the community park
- Three innovative and state-of-the-art models and audio aids
- A highly impactful media campaign
- In over 300 hours of consultation, more than 5,000 people engaged in the process
- Tower Hamlets Strategic Development Committee voted unanimously to grant planning consent in October 2008
